I think there would be a market.  Would you be able to teach spanish?  There is software advertised to help people learn another language but I think I'd learn more with a private instructor.

We live in a town where there are a lot of Latins, in fact, most of them are illegals.  So many people need to learn English, but I´m wondering how many would actually be willing to pay for classes when the government offers them free classes.

The best location to teach English is where people don't speak English. If you want to teach in your local area then research on the place where there are many immigrants. Many of them would surely want their children to learn English.

Language center is like a school and the students learn about different languages.

What do you mean by a language center?  Where would they be located?  How should I go about advertising that I will teach English?  Any good ideas?

The rate depends on the region you are currently living. You can check the rate through language centers and then try to lower your charge a bit to attract potential students.

Tutoring in the internet is possible but it is very hard to find students because people can use many websites to learn English.

Has anyone had any experience tutoring English as a second language?  What has the response been?  Are foreigners willing to pay for a private tutor?  What is the going rate per hour?
